GPS tracking for municipal services: winter maintenance, waste collection and green spaces under control

On 1 November, the winter season officially begins in the Czech Republic, and with it the most demanding part of the year for municipal services. Gritters and snowploughs head out at three in the morning, the dispatcher juggles the order of streets, and on top of that the phone keeps ringing: “Nobody has been down our street today.”
But municipal services are not just about winter. Waste collection, street cleaning, mowing, cemetery maintenance or public lighting – dozens of vehicles and machines moving around the whole town, whose work has to be planned, reported and justified. Winter maintenance: when proof matters, not gut feeling
Czech legislation is a good example of how this works. Winter maintenance of local roads is governed there by Decree No. 104/1997 Coll. The winter season runs from 1 November to 31 March, and each municipality follows its winter maintenance plan. The plan ranks roads by priority, and the decree sets deadlines for them – for local roads of priority I within 4 hours, priority II within 12 hours and priority III within 48 hours after higher-priority roads have been treated.
Liability for damage matters even more. Under Section 27 of the Czech Road Act No. 13/1997 Coll., the road owner must compensate damage caused by a defect in road passability unless it proves that it was not within its power to remove or mitigate the defect. The burden of proof therefore lies with the municipality and its municipal services.
And this is exactly where data comes in:
- when and where a gritter or snowplough passed – with exact times and the route on a map,
- whether the plough blade, spreader or hydraulics were switched on – the GPS tracker’s inputs can record attachment work, not just the vehicle passing through,
- how long it took to treat each section and whether the plan was followed.
When a resident complains or an insurer asks, the dispatcher no longer answers “I think we were there”, but pulls up a record from the electronic trip journal with the time and route.
What it looks like in practice
The experience of Jičín Municipal Services sums it up well. Chief dispatcher Zdeněk Doležal values above all “the ability to prove retrospectively where and when our machinery was working”. For dispatching the town’s winter maintenance, he says the system is “absolutely indispensable”.
Historical data also serves as evidence for inspections and as documentation for the town, the region and state institutions. So it is not just about winter, but about being able to prove all of the work municipal services do.
Dispatch that knows where everyone is
At night, when it starts snowing, speed is what counts. Real-time tracking shows where every gritter is right now, who is closest to a problem section and which rounds are already finished.

Waste collection
Route records show whether collection vehicles visited every collection point and where routes overlap unnecessarily. Route optimisation then helps arrange rounds so you drive fewer empty kilometres.
Mowing and green-space maintenance
Using areas and events, you define parks, housing estates or cemeteries, and the system automatically records when and for how long your machinery worked in them. This is useful both for reporting work to the town and for checking that nothing was missed.
Work machines and small equipment
For tractors, loaders or sweepers, engine hours matter more than kilometres. Reminders can track service intervals by engine hours, so an oil change or machine inspection is not put off until the machine breaks down at the worst possible moment. The same applies to construction machinery.
Costs and diesel under control
Municipal services spend public money, so their costs are closely scrutinised. Fuel consumption monitoring highlights vehicles with above-average consumption, long idling and suspicious drops in the tank. Automatic reports are then emailed to management and the finance department with no manual re-typing.
For seasonal machinery that only runs in winter or only during the growing season, you also pay only for the equipment you actually use.
What to keep in mind when choosing a system
Before you decide, go through these points:
- Attachment recording – location alone is not enough; to prove the work, you need to know the spreader was actually spreading.
- Data retention period – complaints, disputes and inspections can come many months later.
- Mobile app for drivers and managers – so tasks can be assigned and checked away from the office.
